United have been watching the winger, 19, who is on loan at League Two side Newport.
And Chelsea have also approached the Robins to enquire about the youngster.
Londoner Semenyo made his debut for City at the end of last season and has scored six goals for Newport – with the Robins demanding £2million in compensation if he leaves Ashton Gate.
Mirror Sport revealed in December that United had sent scouts to watch Semenyo.
Bristol City loan manager Brian Tinnion said at the time: “I was sat with a Man United scout at Newport the other week, to be honest, and they really like him."
Semenyo has hit the back of the net six times so far this season, as Newport sit comfortably in mid-table.
Meanwhile, Scott McTominay has put pen to paper on a five-year deal which will keep him at Old Trafford until 2023.
The midfielder, 22, had looked set for a loan move after finding opportunities limited under Jose Mourinho with Celtic ready to land him.
